@RobAtkinsonITIF I completely agree on TOP priority for R&D. But the trade-off you postulate is not real, is it? R&D is a ten billion or hundred billion dollar item. Retiring asap the most polluting vehicles and then the rest is a trillion dollar scrapping challenge.
There are 250 m cars, SUV and trucks on American roads. Practically all of them are internal combustion engine. Subsidizing new EV is great.
