The logistical demands are by standards of OKH rather small and to best of my knowledge troops always had priority.
In 1977 Afghanistan was a 15% urban, 85% rural low-income society. By 1987 44% of pop displaced. Countryside depopulated -> rural pop crashed to 23% v. 23% urban. 9% dead! Analogous disruption?
