@LuukvMiddelaar I like this formulation of “investment politics” a lot. In my terms its form is that of the project (as opposed to rule and improvisation) and the specific historicity that is its correlate is processual rather than merely mechanistic or the “irrational event”.

@LuukvMiddelaar NextGen EU is conceived and justified as long-term investment program. V distinct from US Cares act etc. Green/digital/rule of law are essential not incidental to NextGen EU and its legitimation. Sets up potential clash with BVerfG precisely on these lines.
